Dear Dr. LAU,

Re: Pay Level Survey of civil servant

On 10th February 2015, The Civil Service Bureau (CSB) had announced that The Chief Executive-in- council has decided on the application of the finding of the 2013 Pay Level Survey (PLS) to the civil services (CS). According to the decisions, the salaries of civil servant in Job level 5 (i.e. those remunerated on MPS points 45 to 49) are to be raised by 3 % with effect from 1st October 2014. The increment will also be applied to disciplined services and Independent Commission Against Corruption (ICAC). This proposal had already been endorsed by the Finance Committee of Legislative Council in July 2015 and will be implemented in August 2015.

On 28 April 2015, in 87^th DSGCC meeting, the 3% issue was discussed in “Any Other Business” that “a member asked about whether HA would follow and implement the recommendations of 2013 PLS for CS, i.e. to adjust the salary upward by 3% to staff working in the HA who were remunerated equivalent to the Government Master Pay Scale point 45 or above.”  

In recent two weeks, more than 20 doctors contacted HKPDA concerning the 3% issue.  I would like to refer their concerns to DSGCC because DSGCC has representatives from Public Consultant Group, Frontline Doctors Union and Directly Elected Doctor Members. I believe that DSGCC should take up a leading role in the discussion and explanation of 3% issue to all the HA doctors.

I would like to ask you and DSGCC members,

1. Do you support HA staff with points more than 45 to follow the 3% rise in salaries with effect from 1^st October 2014?
2. Will you do something in helping all your doctor members for the 3%?
